- About the Session
This presentation will discuss the passing of the 2019 School Safety and Resiliency Act and the creation of the Kentucky Office of the State School Security Marshal (OSSSM). The OSSSM conducts onsite assessments of every locally controlled school district in the Commonwealth of Kentucky. OSSSM also works directly with school resource officers providing training and resources for school districts and law enforcement. This presentation will also discuss the legislation that created a 120 certification for all SRO’s across the commonwealth.
The learning objectives will include an overview of the School Marshals program a how it is affecting the safety and security of Kentucky Schools. The participants outcome will be a better understanding of the legislation and programs that are in place and working in the commonwealth .- Learning Objectives
- Identify the role of the Kentucky Office of the State School Security Marshal.
- Identify the importance of the School Safety and Resiliency Act and its impact on SRO training.
- List the training requirements of a certified SRO in Kentucky.

- Participants will be able to explain the role of the Kentucky Office of the State School Security Marshal.
- Participants will be able to discuss the mandates set forth by the School Safety and Resiliency Act.
- Participants will be able to explain the relationship between SRO's and the Marshal's office.

- About the Session
Understanding layers of security. The traditional role of SROs is changing on our school campuses. This session will discuss how conventional thinking is shifting and how SRO programs that want to stay relevant will have to adapt with the times. Understanding the data that supports school safety programs.
Helping SROs understand the constraints and priorities of a school district related to safety and security as well as how to review layers of security.- Learning Objectives
- Learning how to identify and articulate layers of security to non-security staff.
- Learning how the community expectations for the SRO are changing.
- Learning how SROs can contribute to the overall security plan in a consistent way using data.
- Participant Outcomes
- Participants will be able to discuss the various layers of security in place at their sites.
- Participants will be able to discuss misconceptions of the SRO role.
- Participants will be able to discuss how they can use data to fit into the overall school security structure and plan.

- About the Training
The Active Shooter Attack Prevention and Preparedness (ASAPP) course provides techniques, tools, and tactics an individual may choose to use if they ever find themselves in an active shooter incident.
Each individual must assess their own ability and comfort level when determining whether or not to employ the techniques, tools, and tactics outlined and demonstrated in this course, realizing an active shooter incident is a dynamic and constantly changing environment.
This training is designed to discuss a variety of options available to someone who finds themselves involved in an active shooter incident and is modeled after: RUN / HIDE / FIGHT

- About the Training
Law enforcement officers and agencies are frequently requested by schools, businesses, and community members for direction and presentations on what they should do if confronted with an active shooter event.
The Civilian Response to Active Shooter Events CRASE) course, designed and built on the Avoid, Deny, Defend strategy developed by ALERRT in 2004, provides strategies, guidance and a proven plan for surviving an active shooter event.
Topics include the history and prevalence of active shooter events, the role of professional guardians, civilian response options, medical issues, and drills. Participants in this four-hour Train-the-Trainer course will receive a manual and PowerPoint presentation suitable for use in their own presentations.

There are a myriad of devices and recommendations which are proposed to schools in the wake of mass-casualty active shooter attacks. However, such things as bullet-proof safe-rooms, balistic-proof backpacks, and common standard methodologies are not feasible, effective, or realistic. The best defense relies upon "human software:" training, mindset, and effective protocols for use during an attack.
Participants will learn effective active shooter defense protocols and the science behind why they work.- Learning Objectives
- Learn common cognitive perceptual distortions which occur during life-threatening events.
- Learn evidence-based active-shooter protocols.
- Learn emergency life-saving trauma medical procedures.
- Learn the importance of applying psychological first aid in the aftermath of an incident.
- Learn the importance of scenario-based training.

- Understand that the brain will not function normally when under extreme stress, and this is normal.
- Apply effective active-shooter defense methodologies.
- Apply techniques to stop preventable deaths.
- Apply tenets of psychological first aid.
- Develop scenario-based training exercises.
