CJ James has been with the San Antonio Police Department (SAPD) for 29 years, joining in 1993. His first ten years was with the Patrol Division. He was then selected for assignement to the SAPD Training Academy, where he was the lead tactical instructor. He has been in his current position with the Special Operations Unit (SOU) since January 2010. In addition to his regular duties with SOU, Off James conducts department wide training in specialized areas as tasked. In 2017 he was instrumental in creating and training all the members of the SAPD in conjunction with members of the San Antonio Fire Department (SAFD) in integrated response training for mass casualty incidents. This was a concept powerpoint presentation for members of both departments, followed by hands on breakout sessions of department specific skill sets, followed by an integrated active shooter mass casualty exercise in the Alamodome, implementing the newly learned rescue task force model. In 2018 Off. James was tasked with delivering point of injury care training to all line officers within the SAPD. This training consisted of teaching officers how to apply a tourniquet, chest seal, junctional wound packing and recovery position, followed by an active shooter exercise where the newly learned skills were applied. Also in 2018 Off. James was tasked with assisting SAFD in a series of mass casualty/active shooter exercises where SAFD was hard focusing on their staging, forward command and rescue task force formation. 2018 culminated for Off. James where he was again tasked with coordinating and conducting training for both SAPD and SAFD in a series of 30 mass casualty/active shooter exercises.
James has been an adjunct instructor for the Advanced Law Enforcement Rapid Response Training (ALERRT) center since 2007. He was one of the adjunct instructors selected to assist with the development of the Active Attack Integrated Response course, now being trained throughout the United States as a model for integrated police, fire, EMS and dispatch to mass casualty/active shooter events.
James was born in Abilene, Texas on 27 February 1963. After graduating from Liberty High School he joined the United States Air Force where he was a Special Security Officer for the USAF Intelligence Command, receiving an honorable discharge after 12 years of service.
James graduated from the University of Maryland with Bachelor of Arts in Government in 1987. He earned a Bachelor of Arts in Occupational Education from Wayland Baptist University in 2003. He remained at Wayland Baptist University where he received his Master of Arts in Management in 2005. In 2015 he completed his Ph.D candidancy in Leadership from Our Lady of the Lake University.
